Persons with special/meritorious contributions to Vietnam, or outstanding talent (science, economics, culture, arts, sports, healthcare, education), or whose naturalization benefits the State, may naturalize without the five-year residence, Vietnamese-language, or means-of-living conditions, and may keep their foreign nationality with Presidential approval.

Foreign investors (or representatives of foreign investing organizations) with contributed capital of VND 3bn or more receive a DT-class visa and a Temporary Residence Card (TRC): DT1 (VND 100bn+ or Government-designated incentive sector/locality) TRC up to 10 years; DT2 (VND 50bn to under 100bn, or sectors encouraged for development investment) TRC up to 5 years; DT3 (VND 3bn to under 50bn) visa and TRC up to 3 years.

Foreign investors with contributed capital under VND 3bn receive a DT4 visa valid up to 12 months, renewable while the investment continues. DT4 holders are not eligible for a Temporary Residence Card, so this tier provides rolling short-term residence only.
