Conditional citizenship through birth in Portugal

The 2026 nationality-law changes provide a birth-in-Portugal route where, at the time of birth, one parent has legally resided in Portugal for at least five years. This is a conditional jus soli rule, not unconditional citizenship for every child born in Portugal; additional statutory conditions and implementation rules must be checked for an individual case.

Ordinary naturalization after legal residence

For applications made from 19 May 2026, the ordinary legal-residence period is seven years for nationals of Portuguese-speaking countries and EU Member States, and ten years for other nationals. Applications already pending when the law entered into force remain under the earlier rules. The Ministry of Justice notes that some practical implementation still requires supplementary regulation; eligibility is not an automatic grant.

D7 passive-income / retirement visa

National residence visa and subsequent temporary residence for third-country nationals who will live in Portugal on stable passive income (pensions, rents, dividends and similar) without relying on Portuguese employment. Means of subsistence are measured against the guaranteed monthly minimum wage (RMMG): 100% for the first adult, 50% for each further adult, and 30% for each dependent under 18 or adult child in charge — EUR 920/month for a solo applicant at the 2026 RMMG.

D8 digital nomad residence visa

Residence visa and permit under Lei 23/2007 art. 61.º-B for work performed remotely for employers or clients outside Portugal, with average monthly income of at least four times the minimum wage (EUR 3,680 at the 2026 RMMG). Two-year permit, renewable for three-year periods. Permit time is ordinary legal residence: PR at five years, and the naturalization clock now runs seven years for CPLP and EU nationals or ten for everyone else.
