Citizenship at birth where both parents are Bhutanese

No jus soli. Birth citizenship requires both parents to be Bhutanese citizens (1985 Act art. 2; Constitution art. 6.1). The only territorial category is registration for persons domiciled in Bhutan on or before 31 December 1958 (Act art. 3 / Constitution art. 6.2).

Bhutanese citizenship where both parents are citizens

A person both of whose parents are citizens of Bhutan is a natural-born citizen (Constitution art. 6.1; Act art. 2). A single Bhutanese parent does not transmit citizenship by itself โ€” it only qualifies the child for the reduced naturalisation tier under Act art. 4.

Naturalization after 15 to 20 years residence

1985 Act art. 4: fifteen years residence for government employees and for applicants either of whose parents is a Bhutanese citizen; twenty years otherwise, with Dzongkha proficiency, knowledge of culture and history, clean record, and oath. Constitution art. 6.3(a) (supreme law) states at least fifteen years lawful residence for naturalisation applicants. Grant is discretionary; the Government may reject without assigning reasons, and grant takes effect by Royal Kasho.
